The 3 Best All-Inclusive Resorts in the Maldives

What does all-inclusive mean in the Maldives?
“All-inclusive” is one of the least consistent terms in Maldives travel.
At one resort, it may mean three buffet meals and a short list of drinks. At another, it can include à la carte dining, Champagne, diving, spa treatments, excursions and almost anything your butler can arrange.
That difference matters. Food, premium drinks and experiences can add thousands of dollars to a luxury Maldives holiday. A plan that looks expensive initially may provide better overall value than a lower room rate followed by a substantial bill at departure.
The three resorts below represent very different versions of all-inclusive:
- Kudadoo Private Island offers exceptionally flexible, ultra-luxury inclusions.
- Soneva Jani turns dining, wellness and signature experiences into a family-friendly unlimited escape.
- OZEN RESERVE BOLIFUSHI provides one of the Maldives’ most comprehensive conventional all-inclusive plans at an affordable price.
None is best for everyone. The right choice depends on whether you value privacy, family experiences or the reassurance of a clearly structured package.
1. Kudadoo Private Island
Best for: Ultra-luxury, privacy and the fewest restrictions

Kudadoo’s “Anything, Anytime, Anywhere” philosophy comes closer than most resorts to the promise suggested by the words all-inclusive.
Located in Lhaviyani Atoll, Kudadoo has just 15 overwater residences, each with a private pool and a dedicated butler. The island’s small scale allows dining, activities and wellness to be arranged around the guest rather than a conventional resort timetable.
There is no expectation that breakfast must happen in one restaurant between certain hours. A meal can be served in your residence, on the beach or in another private setting. Menus are shaped around individual preferences, while the included wine collection offers a broad selection chosen to accompany the resort’s dining.
The plan extends well beyond food and drinks. Spa treatments, diving, snorkelling, non-motorised and motorised watersports and numerous excursions form part of the experience. Your butler can arrange anything from a dolphin cruise to a private picnic or an afternoon on the reef.
That freedom is the reason to choose Kudadoo. Guests are not simply consuming a collection of prepaid benefits; the stay is being shaped around them.
What is included at Kudadoo?
The fully inclusive concept generally covers:
- - All dining
- - Bespoke destination dining (e.g. on a private sandbank)
- - All premium alcohol including wines, Champagne and cocktails
- - Spa treatments
- - Snorkelling and diving
- - Watersports
- - Selected private excursions (e.g. dolphin watching, or snorkelling with turtles)
- - Personal butler service
- - Daily replenishment of the residence minibar

What is not included?
Despite the name, Kudadoo has a limited number of exclusions. These can include:
- - Bottles from the owner’s private wine cellar
- - Private yacht hire
- - Diving-certification courses
- - Weddings and vow renewals
- - Products or services not offered on the inclusive menus
- - Dining at the nearby 5.8 Undersea Restaurant at Hurawalhi
This is still one of the most comprehensive resort plans in the Maldives, at the very highest level.
Who should choose Kudadoo?
Kudadoo is ideal for honeymooners, couples and privacy-focused families who want to make decisions spontaneously. It particularly suits guests who intend to use the spa, dive, take private excursions and dine in different locations.
It is less compelling for travellers who mainly want a more modern style villa and plan to spend every day beside the pool. A significant part of Kudadoo’s value lies in using the experiences included in the rate.
The verdict: Kudadoo offers the most convincing ultra-luxury interpretation of all-inclusive in this selection.
2. Soneva Jani with Soneva Unlimited
Best for: Families, exceptional villas and experience-led holidays

-1.jpg)

Soneva Jani is one of the Maldives’ most recognisable resorts. Its enormous overwater villas, retractable bedroom roofs and private waterslides stretch across a 5.6-kilometre lagoon in Noonu Atoll.
However, a standard stay at Soneva Jani is not automatically all-inclusive.
Breakfast is included in the normal villa rate, while half-board, full-board and Soneva Unlimited are separate meal-plan options. Certain offers or villa packages may include additional benefits, but travellers should check the exact rate with us, rather than assuming every villa comes with unlimited inclusions.
Soneva Unlimited is the plan that transforms the resort into a genuine all-inclusive experience. It extends beyond meals to alcoholic drinks, spa therapies, diving and many of the experiences that make Soneva Jani distinctive.
For families, the breadth of the resort is difficult to match. One day might include snorkelling and a treatment at Soneva Soul; the next could bring watersports, an outdoor film or hours at The Den, the resort’s extensive children’s club.
The advantage is not simply that activities are prepaid. It is that guests are more likely to try something they might otherwise hesitate to add to the bill.
What does Soneva Unlimited include?
The inclusions generally cover:
- - Dining at restaurants
- - In-villa dining
- - Alcoholic and non-alcoholic beverages from the Unlimited selection
- - Wines from the Soneva Unlimited wine list
- - Daily minibar replenishment
- - A broad collection of resort experiences
- - Diving for appropriately qualified guests
- - Spa treatments and massages at Soneva Soul
- - Children’s-club access and participating children’s activities
- - Gym and sporting facilities
- - Daily laundry service
- - Soneva’s complimentary chocolate, ice cream and deli rooms
Some restaurants, private experiences, premium wines and charters can remain outside the plan. Availability and advance reservations also apply, so “unlimited” does not mean every experience can be booked at any moment.

Is Soneva Unlimited included in the villa price?
Soneva Unlimited is charged as an additional nightly supplement.
For the 2026–27 period, the published supplement is USD 1,250 per adult per night and USD 625 for children aged seven to 11, including applicable taxes and service charges. Prices and conditions can change and dependent on the time you book, so the plan should be reconfirmed when booking.
All paying occupants of the same villa are generally required to take the plan together. Seaplane transfers are not part of Soneva Unlimited.
Who should choose Soneva Jani?
It is the strongest option for families who want days filled with activities without approving a new charge each time. It also works for couples who will use the spa regularly, enjoy varied dining and want to experience far more than their villa.
Guests who want uninterrupted privacy and highly bespoke service may prefer Kudadoo. Soneva Jani is deliberately expansive and experience-rich, with more restaurants, families and movement around the resort.
The verdict: Soneva Jani offers the best all-inclusive experience for families who intend to embrace everything the resort offers.
3. OZEN RESERVE BOLIFUSHI
Best for: Luxury all-inclusive with easy access from Malé

OZEN RESERVE BOLIFUSHI combines the convenience of an all-inclusive resort with the villas, dining and personalised service expected at the higher end of the Maldives.
The resort occupies a private island in South Malé Atoll, reached in approximately 20 minutes from Velana International Airport by luxury catamaran. The return transfer is included under the RESERVE Plan, making Bolifushi considerably easier to reach than Kudadoo or Soneva Jani.
Its 90 villas and reserves range from beachfront retreats to overwater villas with private pools and waterslides. Larger two- and three-bedroom residences make it particularly attractive to families and groups who want more space without sacrificing restaurant choice or service.
The RESERVE Plan includes meals, premium beverages, a daily replenished minibar and selected experiences. Every villa also receives a dedicated Hiyani, the resort’s name for its butler service.
Unlike Kudadoo, the plan is structured around participating restaurants, reservations and stay-based allowances. It is comprehensive, but it should not be described as entirely unlimited.
What does the RESERVE Plan include?
Current benefits include:
- - Return luxury-catamaran transfers from Velana International Airport
- - Breakfast, lunch and dinner at participating restaurants
- - Dine-around access to selected speciality restaurants
- - Premium Champagne, wine, spirits, cocktails and non-alcoholic drinks
- - A daily replenished in-villa minibar with drinks and snacks
- - Personal Hiyani butler service
- - Selected spa treatments according to the length of stay
- - Complimentary snorkelling equipment
- - Non-motorised watersports
- - Access to the overwater fitness centre
- - Children’s-club activities
- - Bicycles for exploring the island
Restaurant schedules, reservations and minimum-stay requirements apply. Private dining, premium cellar selections and experiences outside the published plan can cost extra.

Are all restaurants included?
The RESERVE Plan provides broad dine-around access, but some of the resort’s most exclusive dining experiences are limited.
ORIGINƎ, Bolifushi’s signature fine-dining restaurant, is included according to the duration of the stay. Current plan terms provide one eligible experience for qualifying stays of at least four nights, with additional visits available during longer stays.
Dining in the CUVÉE wine library, private dining and selected speciality experiences may incur additional charges. Teppanyaki can also carry a supplement.
This is generous all-inclusive dining, but it is not unrestricted access to every table every night.
How many spa treatments are included?
Unlike Kudadoo and Soneva Unlimited, OZEN RESERVE BOLIFUSHI does not provide unrestricted daily spa treatments and dives.
Instead, guests receive a set number of spa benefits according to their stay:
- Four to five nights: one 60-minute treatment
- Six to nine nights: two 60-minute treatments
- Ten to 13 nights: three 60-minute treatments
- Fourteen nights or longer: four 60-minute treatments
Treatments must be used during the stay and cannot normally be transferred, exchanged for cash or carried forward.
This is less unlimited than Kudadoo, but the terms are clearly structured and still unusually generous for a resort of this size.
Who should choose OZEN RESERVE BOLIFUSHI?
Bolifushi is ideal for couples and families who want real indulgence and excellent quality, with most daily costs incorporated into the booking - without breaking the budget.
It is particularly compelling for travellers who want to minimise transfer time. Being approximately 20 minutes from the airport makes it far easier after a long international flight than a resort requiring a scheduled seaplane.
Families benefit from the larger residences, children’s club and overwater villas with slides. Couples can choose quieter beachfront or overwater accommodation and use the speciality restaurants, spa and personalised butler service.
Travellers seeking the smallest, most private island will prefer Kudadoo, with complete freedom over dining, spa treatments and private activities. Those wanting enormous villas and an almost limitless programme of wellness and family experiences may favour Soneva Jani. Bolifushi provides greater scale and variety, but with more conditions attached.
The verdict: OZEN RESERVE BOLIFUSHI offers the clearest balance of luxury all-inclusive, family appeal and convenient access from Malé.

Which Maldives all-inclusive is best for couples?
Kudadoo is the strongest choice for couples wanting privacy, spontaneity and highly personalised service. With only 15 residences, it feels substantially more intimate than the other two resorts.
OZEN RESERVE BOLIFUSHI is the more convenient and budget friendly alternative. It combines private-pool accommodation, speciality dining and butler service with a journey of approximately 20 minutes from the airport.
Which is best for families?
Soneva Jani offers the strongest overall family experience. The villas provide exceptional space, while The Den, watersports, outdoor cinema, marine activities and Soneva Unlimited make it possible to build very different days for children and adults.
OZEN RESERVE BOLIFUSHI follows closely. Its multi-bedroom residences, children’s club and overwater villas with waterslides make it an excellent option for families who want all-inclusive convenience and a much shorter transfer.
Kudadoo welcomes families, but its quiet scale and exceptionally high price make it best suited to those prioritising privacy and individual service.
Is all-inclusive worth paying for in the Maldives?
It can be—but only if the plan matches how you travel.
All-inclusive is particularly valuable when you expect to:
- - Drink wine, Champagne or cocktails regularly
- - Dine across several à la carte restaurants
- - Book spa treatments
- - Dive or take guided excursions
- - Travel with children who want frequent snacks and activities
- - Avoid signing bills throughout the holiday
It may not represent good value if you rarely drink, eat lightly and plan to spend most days privately beside the pool.
Compare the total holiday cost, including transfers, meals, drinks and likely activities. Do not compare only the villa rates.
Questions to ask before booking
Before selecting any Maldives all-inclusive plan, confirm:
- - Whether the plan is included in the quoted villa rate or charged separately
- - Whether every guest in the villa must take the same plan
- - Which restaurants require reservations
- - Whether premium dishes carry supplements
- - Which wines and Champagnes are included
- - Whether the minibar is included and how often it is replenished
- - How many spa treatments or dives are provided
- - Whether diving equipment and boat fees cost extra
- - Which excursions are included
- - Whether airport transfers are part of the package
- - When benefits finish on departure day
The best plans are generous, but none should be booked without reading the current inclusions.
The final verdict
Choose Kudadoo Private Island for the most flexible and personalised all-inclusive ultra-luxury.
Choose Soneva Jani with Soneva Unlimited for the widest range of family experiences, dining and wellness.
Choose OZEN RESERVE BOLIFUSHI for premium all-inclusive luxury, distinctive villas and the convenience of a short catamaran transfer from Malé.
All three reduce the need to think about costs once you arrive. The difference is how they use that freedom: Kudadoo makes the holiday entirely personal, Soneva Jani fills it with possibility, and Bolifushi combines indulgence with convenience.
